Can a deaf person use a phone? Yes, he or she can, provided this is a special telephone for deaf persons.

Kim Syhyun, a student at the Pratt Institute in New York invented a phone for deaf people. The device uses speech-to-text technology that allows the deaf people to read what their party is saying. Together with this text-to-speech technology allows the user of the phone to type in the message that is then converted in a voice for the other person to hear.
